I would suggest thinking of a reinstall as a last resort. Windows 7 UltimateSP1 64bit, installed March 2016. It turns out I needed to turn it back on (Control Panel > Windows Defender), in order for the Windows Updates to do their thing. I then applied Brook's fix and got 136MB worth of updates installed in a matter of minutes (thanks again Brook!).
