Windows Shows Different CPU Frequency Than CPU-Z/BIOS
So I tried it out and when it posted to stock speeds, Assumed it was ok. I tend to not use Asus software, even though I love their MB's I have never liked their software much. :P So that's why I thought maybe it was a driver You need Intel Turbo Boost to be enabled so these CPUs can go up to full speed. As for reporting the frequency, trust CPU-Z and RB (uses CPU-Z) over the Windows utility. http://newsgrouphosting.com/not-showing/windows-vista-explorer-no-filenames.php

Perhaps it is possible the bios doesn't quite recognize the cpu so it resets the cpu speed at every boot.
I will turn it off for a bit though to see how these report the CPU and see if that had anything to do with it.
