CPU Running At 100% (Moved From Security Forum)

Also, I am currently defragging my C drive and it's stuck on 3% with a ton of .tmp files, I tried deleting them manually but it said I can't... I liked Norton tho as a 24/7 kinda watch over my comp. When I check task manager, it goes down to 7%.
